S106 obligations: weight; approach when they address the need of the development

“The undertaking also includes an obligation to provide a contribution of, in total, £27,200 to various items of local highway infrastructure. Such a contribution aims to mitigate only the effect of the development on existing infrastructure and so cannot weigh in favour of the proposal.  Consequently, due to my conclusions below, it is not necessary for me to give this particular
obligation any further consideration.” para 24
