para 23: ” The appellant informs me that the Inspector’s Report was received on 9 July 2018.  The plan had reached an advanced stage, however, on the 11 September 2018 the Secretary of State issued a holding direction under section 21A of the
Planning and Compulsory Purchase Act 2004 preventing the Council from taking any step in connection with the adoption of the emerging Local Plan.  Consequently no weight can be attributed to the emerging Local Plan whilst the holding direction remains in force”
