The Claimant complained that the highway strategy would have the effect of reducing the development potential for its land.  The inspector decided that as the land was in the Green Belt, its chances of obtaining permission outwith the area plan was low.  Mr Justice Ouesley held that the issue of how the Claimant’s land could be developed if there was no action plan was immaterial to the issue of soundness.
