Para 22:  “…agricultural occupancy conditions are an important tool for the protection of the countryside.  However, they should not be retained on the off-chance that there will be a functional need for the dwelling  at some future stage, unless substantive evidence is presented to demonstrate that there is a realistic prospect of such a need arising.”
